The 22 Major Arcana cards are not randomly numbered. Each number encodes its card's meaning precisely — The Fool at 0 (unlimited potential before definition), The Magician at 1 (pure will), The World at 21 (completion of the journey). Tarot and numerology are the same system speaking two languages simultaneously.
Tarot and numerology share a common ancestor: the Western esoteric tradition that crystallized in Renaissance-era Italy and was formalized by the Hermetic and Kabbalistic movements of the 16th through 18th centuries. Both systems rest on the same foundation: the idea that numbers are not arbitrary counters but qualitative energies that shape experience. Illusion, fear, the unconscious. 18=1+8=9: the 9's completion in shadow — what must be faced before the final dawn arrives.

Awakening, reckoning, calling. 20=2+0=2: the 2's receptivity at its ultimate — hearing the call from beyond and answering it.

The World
Completion, integration, wholeness. 21=2+1=3: the journey ends in creative fullness. The Fool's journey complete. Begin again.
The Fool begins at 0 with everything and nothing. The World ends at 21 — which reduces to 3, the number of creative synthesis. The journey from potential to completion is also a journey from silence to expression.

Twenty-two is also the number of paths on the Kabbalistic Tree of Life connecting its ten Sephirot (emanations). And 22 is, of course, master number 22 — the Master Builder's number.
